Maybe in the news, on a training course, or in job descriptions. But there is still a lot of confusion about what it actually means, when it kicks in, and, most importantly, what it means for you.<\/p>\n\n\n\n<p>Here is the short version: Martyn&#8217;s Law is the biggest change to venue security regulation in the UK in decades, and it is going to create significant demand for trained, qualified security workers. If you already hold an <a href=\"https:\/\/www.get-licensed.co.uk\/licence\" target=\"_blank\" rel=\"noreferrer noopener\">SIA licence<\/a> or you are thinking about getting one, this is something you need to understand.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-what-is-martyn-s-law\">What Is Martyn&#8217;s Law?<\/h2>\n\n\n\n<p><a href=\"https:\/\/get-licensed.co.uk\/martyns-law-compliance-guide\">Martyn&#8217;s Law<\/a> is the common name for the Terrorism (Protection of Premises) Act 2025. It is named after Martyn Hett, one of the 22 people killed in the Manchester Arena bombing on 22 May 2017. His mother, Figen Murray, spent years campaigning for legislation that would require public venues to take meaningful steps to protect people from terrorist attacks.<\/p>\n\n\n\n<p>That campaign succeeded. The Act received Royal Assent on 3 April 2025 and applies across England, Wales, Scotland and Northern Ireland. Here are the key facts:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>It introduces mandatory security obligations for venues and events above certain capacity thresholds<\/li>\n\n\n\n<li>The SIA has been appointed as the regulator responsible for overseeing compliance<\/li>\n\n\n\n<li>There is a minimum two-year implementation period from Royal Assent, meaning the earliest enforcement date is spring 2027<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-how-does-the-two-tier-system-work\">How Does the Two-Tier System Work?<\/h2>\n\n\n\n<p>Martyn&#8217;s Law creates two levels of obligation depending on how many people a premises can hold. The capacity figure includes everyone on site \u2014 staff, customers, visitors, contractors \u2014 not just the public.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-standard-duty-200-799-capacity\">Standard Duty (200\u2013799 Capacity)<\/h3>\n\n\n\n<p>These venues need to:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Notify the SIA that they are in scope<\/li>\n\n\n\n<li>Put public protection procedures in place \u2014 clear plans for evacuation, invacuation (moving people to a safe area inside the building), lockdown, and communication with the emergency services<\/li>\n<\/ul>\n\n\n\n<p>According to the <a href=\"https:\/\/homeofficemedia.blog.gov.uk\/2025\/04\/03\/martyns-law-factsheet\/\" rel=\"noreferrer noopener\" target=\"_blank\">Home Office factsheet<\/a>, these are &#8220;simple, low-cost activities&#8221; centred around investing time rather than money. Standard duty venues do not need to install physical security measures.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-enhanced-duty-800-capacity\">Enhanced Duty (800+ Capacity)<\/h3>\n\n\n\n<p>These venues have to do everything standard duty requires, plus:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Carry out terrorism risk assessments<\/li>\n\n\n\n<li>Implement physical public protection measures to reduce vulnerability and the risk of harm<\/li>\n\n\n\n<li>Document everything and provide that documentation to the SIA<\/li>\n\n\n\n<li>Appoint a designated senior individual who is personally responsible for compliance<\/li>\n<\/ul>\n\n\n\n<p>Enhanced duty also applies to qualifying events \u2014 public events with a capacity of 800+ where entry conditions are checked, such as ticketed festivals and concerts.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-which-venues-are-covered\">Which Venues Are Covered?<\/h3>\n\n\n\n<p>The Act covers 14 categories of premises under <a href=\"https:\/\/www.legislation.gov.uk\/ukpga\/2025\/10\/schedule\/1\" target=\"_blank\" rel=\"noreferrer noopener\">Schedule 1<\/a>, including shops, restaurants, pubs, hotels, entertainment venues, sports grounds, conference centres, museums, places of worship, hospitals, transport stations, schools, universities, and visitor attractions. <\/p>\n\n\n\n<p>If a venue falls into one of these categories and meets the capacity threshold, it is likely in scope.<\/p>\n\n\n\n<figure class=\"wp-block-image size-full\"><img loading=\"lazy\" decoding=\"async\" width=\"1280\" height=\"720\" src=\"https:\/\/www.get-licensed.co.uk\/get-daily\/wp-content\/uploads\/2025\/01\/Security-Jobs-at-Pride-Prejudice-Festival-2025.jpg\" alt=\"Security Jobs at Pride &amp; Prejudice Festival 2025\" class=\"wp-image-41674\"\/><\/figure>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-what-does-this-mean-for-security-professionals\">What Does This Mean for Security Professionals?<\/h2>\n\n\n\n<p>This is where it gets interesting. Think about the sheer number of venues that will be affected. Every pub, hotel, leisure centre, conference venue, sports ground, and entertainment space in the UK with a capacity of 200 or more will need public protection procedures in place. The larger ones will need physical security measures, documented risk assessments, and a named compliance lead.<\/p>\n\n\n\n<p>Many of these venues have never had formal security arrangements before. A mid-sized pub that holds 250 people on a busy Saturday night has probably never thought about invacuation procedures. A conference centre hosting 1,000-person events will need someone who can carry out a proper terrorism risk assessment.<\/p>\n\n\n\n<p>That is where you come in. The demand for people who understand <a href=\"https:\/\/www.get-licensed.co.uk\/get-daily\/why-do-security-professionals-need-action-counters-terrorism-skills\/\" rel=\"noreferrer noopener\" target=\"_blank\">counter-terrorism principles<\/a>, venue risk assessment, evacuation management, and public protection procedures is going to increase as the enforcement date approaches.<\/p>\n\n\n\n<p>If you are already SIA-licensed, your existing qualifications give you a strong foundation \u2014 SIA training already includes counter-terrorism content. The officers who invest in keeping their skills current, particularly around <a href=\"https:\/\/www.get-licensed.co.uk\/get-daily\/security-officer-role-in-a-crisis-management\/\" rel=\"noreferrer noopener\" target=\"_blank\">crisis management<\/a> and counter-terrorism awareness, will be best positioned to take advantage of the opportunities this creates.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-what-else-is-changing\">What Else Is Changing?<\/h2>\n\n\n\n<p>The SIA is also running its <a href=\"https:\/\/www.get-licensed.co.uk\/get-daily\/sia-qualification-review\/\" target=\"_blank\" rel=\"noreferrer noopener\">biggest qualification review in years<\/a>, examining every licence-linked qualification, including counter-terrorism modules. New qualifications are expected to go live in spring 2027 \u2014 the same window as Martyn&#8217;s Law enforcement. That means the training standards and the regulatory obligations are moving in the same direction at the same time.<\/p>\n\n\n\n<p>On the enforcement side, venues that do not comply face significant penalties: up to \u00a318 million for enhanced duty venues. That gives every venue in scope a strong financial reason to invest in proper security, which means more demand for trained professionals. The SIA has said it will take a <a href=\"https:\/\/www.gov.uk\/government\/news\/a-proportionate-approach-to-martyns-law-regulation\" target=\"_blank\" rel=\"noreferrer noopener\">proportionate and supportive approach<\/a> to enforcement, so the focus is on helping venues get it right rather than catching them out.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-what-should-you-do-now\">What Should You Do Now?<\/h2>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-understand-the-basics\">Understand the Basics <\/h3>\n\n\n\n<p>You have just read this article, so you are already ahead of most people.
