No decision has been published, so the current rules apply.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-what-the-cctv-licence-covers\">What The CCTV Licence Covers<\/h2>\n\n\n\n<p>The SIA&#8217;s CCTV licence is officially called the public space surveillance (PSS) licence. According to <a href=\"https:\/\/www.gov.uk\/guidance\/find-out-if-you-need-an-sia-licence\" rel=\"nofollow\">GOV.UK<\/a>, you need one if you use CCTV to identify people or monitor their activities for either or both of these purposes:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>to guard premises against disorder or damage<\/li>\n\n\n\n<li>to guard people against being injured or assaulted because of someone else&#8217;s unlawful conduct<\/li>\n<\/ul>\n\n\n\n<p>That includes using CCTV to stop these things happening, and to provide information about them afterwards, including by viewing recorded footage.<\/p>\n\n\n\n<p>The type of camera doesn&#8217;t matter. In an <a href=\"https:\/\/www.gov.uk\/government\/publications\/licensing-requirements-for-the-use-of-cctv\/licensing-requirements-for-the-use-of-cctv\" rel=\"nofollow\">FOI response<\/a>, the SIA said licensable activity isn&#8217;t determined by the type of camera, such as pan-tilt-zoom.<\/p>\n\n\n\n<p>The CCTV licence also lets you use CCTV for security guarding.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-contract-or-in-house-the-question-that-decides-it\">Contract Or In-House: The Question That Decides It<\/h2>\n\n\n\n<p>SIA licensing applies when you work under a contract for services. That means you, or your employer, have a contract to supply your services to another organisation. A security company that places you in a council control room or a shopping centre and charges for your time is the classic example.<\/p>\n\n\n\n<p>If you&#8217;re employed directly by the business that uses the cameras, you&#8217;re in-house. GOV.UK&#8217;s own example is a supermarket chain employing its own security guards in its shops, and those staff don&#8217;t usually need an SIA licence.<\/p>\n\n\n\n<p>There are two exceptions where you need a licence even when you&#8217;re in-house: door supervision at licensed premises, and vehicle immobilising in Northern Ireland.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-does-your-door-supervisor-or-security-guard-licence-cover-cctv\">Does Your Door Supervisor Or Security Guard Licence Cover CCTV?<\/h2>\n\n\n\n<p>Partly. GOV.UK says <a href=\"https:\/\/www.get-licensed.co.uk\/door-supervisor\">door supervisor<\/a>, close protection and <a href=\"https:\/\/www.get-licensed.co.uk\/security-guard-training\">security guard<\/a> licences let you use CCTV to guard premises against unauthorised access, or to guard property against damage or theft.<\/p>\n\n\n\n<p>For anything beyond that, you need the CCTV licence. GOV.UK says so explicitly for the security guard licence: it doesn&#8217;t cover CCTV used to guard against disorder, damage to premises, or injury and assault, including by viewing recorded footage.<\/p>\n\n\n\n<p>Some officers hold both licences. If you apply for more than one licence in the same application, the SIA applies a 50% discount to the additional licences. In-house staff don&#8217;t usually need an SIA licence, and the licence is about guarding premises or people rather than monitoring staff. That&#8217;s our reading of the rules rather than an SIA ruling, so check with the SIA if your situation is unusual. Data protection law still applies to workplace CCTV, so employers should follow the ICO&#8217;s <a href=\"https:\/\/ico.org.uk\/for-organisations\/uk-gdpr-guidance-and-resources\/cctv-and-video-surveillance\/guidance-on-video-surveillance-including-cctv\/\" rel=\"nofollow\">video surveillance guidance<\/a>.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-how-to-get-your-cctv-licence\">How To Get Your CCTV Licence<\/h2>\n\n\n\n<ol class=\"wp-block-list\">\n<li><strong>Get qualified.<\/strong> Complete a Level 2 CCTV operator (public space surveillance) qualification from an awarding organisation the SIA approves. The SIA&#8217;s <a href=\"https:\/\/www.gov.uk\/guidance\/teaching-sia-licence-linked-training-courses#you-must-check-the-learners-first-aid-qualification\" rel=\"nofollow\">first aid requirement<\/a> covers door supervision, security guarding and close protection training. CCTV isn&#8217;t on that list, so you don&#8217;t need a first aid certificate before CCTV training.<br><\/em><\/li>\n\n\n\n<li><strong>Apply through your SIA online account.<\/strong> The fee is \u00a3204, and the licence lasts 3 years. The SIA has <a href=\"https:\/\/www.gov.uk\/government\/news\/private-security-regulator-removes-recognition-of-awarding-body\" rel=\"nofollow\">ended its recognition of BIIAB<\/a>, which can&#8217;t issue new licence-linked qualifications from 10 August 2026. The SIA won&#8217;t accept BIIAB qualifications granted on or after 11 August 2026, and still accepts earlier ones. <\/p>\n\n\n\n<p>For CCTV, its <a href=\"https:\/\/www.gov.uk\/guidance\/teaching-sia-licence-linked-training-courses\" rel=\"nofollow\">approved awarding organisations<\/a> are now Highfield Qualifications, Pearson BTEC, Qualifications Network, SFJ Awards and Trident Awards (Laser Learning Awards), so check which one certified your course. After the Manchester Arena Inquiry, the Home Office ran a <a href=\"https:\/\/www.gov.uk\/government\/consultations\/licensing-of-contractors-who-carry-out-security-services-and-in-house-cctv-operators\" rel=\"nofollow\">12-week consultation<\/a> from 18 December 2025 to 12 March 2026. It asked about licensing in-house security staff, with options including extending licensing to in-house CCTV operators only, to CCTV operators and security guards, and to further roles.<\/p>\n\n\n\n<p>The Home Office said it had no preferred option, and at the time of writing GOV.UK says it is still analysing feedback.
